I have posted a request for a service manual but in case that does not materialize hopefully someone can give me guidance to correct problem.

The dryer heats up but does not tumble.  I did locate a Illustrated Parts Breakdown and from that figured out that the top is held on by two screws in the back.  When I lifted the top I found that the belt, which is peeling, does appear to be in one piece.  There was also a lot of slack in the belt. 

In another repair forum someone looking for a manual made the comment that this was the first time they had seen a dryer that did not use an idler pulley. 

I would like to have more info,  getting to belt, removing and installing replacement belt, etc.

Chances are good that your belt is toast as it should not appear shredded nor should there be any slack in it. Out of curiosity, does the motor still run? as it needs to be running to complete the heating circuit.

Remove the 2 screws from the rear of the front panel a few inches down from the top, remove a screw or 2 from the triangular braces near the rear so that 1 side panel may be "peeled open" to allow drum to be removed.

You'll likely need the idler as well - once repaired, make certain nobody turns the drum by hand in a clockwise rotation as this can climb the belt from the idler causing a situation similar to what you have now. If drum is turned manually, only in the counter-clockwise direction

Thank you for the information.  I have gone thru the parts list several times but can not find anything that says idler.  I was going to send you the parts list and ask you to supply the page and item number.  Unfortunately the file is to large.  Would there be another way I could get you the parts list.

Yikes, looking at the illustration, it is NOT the whirlpool compact dryer we have come to know over the years. It looks like a Eurotech machine! I was unaware that W/P sold this design. It appears that whatever means they use to maintain belt tension (bracket/spring etc) is incorporated into the motor and bracket assembly and is available as a skid assembly. If it's anything like the Eurotech products I've seen in the past, you'll wanna pitch that thing where it belongs before spending any pennies on it.
