Electric ?

Try resetting the Circuit Breaker

Are the Heating Elements good ? (OHM meter)

Is there voltage at either Element ? (volt meter)

I don't have on Ohm meter but I can get one

there is definitely some voltage because I got zapped when trying to push the red reset button

If I replace thermostat and element do I have to drain the tank?

The voltage zap you noticed, may be from only one side of the dual breaker...

Yes, drain the tank.

You may need a special socket wrench for the Element.
