Have this GE oven that the broil element quite working.With the oven off,breaker on,oven light on to see,should either leg of power going to the broil element be on?My friend was going to remove it and it shorted out to the back of the oven.Should there be power going to the broil element when the controls are off ?The model number is JKP15WOA3WW.

Yes, usually one side of the 220v Line is always connected to the Elements.

The Controller Board connects the other side of the 220v Line.
