I have a problem with a GE Arctica SxS refridgerator's water dispenser and ice maker.  When I hit the water dispenser, the water does not come out.  I checked the water flow at the front of the refrigerator and there is no flow there; the water inlet valve is not opening.

I replaced the water inlet valve, but no flow.  When I take the voltage reading at the inlet valve, the voltage is only 2-3V and not 120V.  So, I replaced the main board, but it still does not work.  I am at my wit's end.  What do I check next?

Check wiring harness under hinge cover and also freezer door light switch

does it dispense ice ?  do you hear the watervalve humming when you call for water at the dispenser ? make sure unit is turned off not unplugged :), so that everything is nice and quiet.

I checked the wiring harness.  It seems to be fine.  The freezer light switch works.  Is there something I should look at/measure in particular?

It dispensed ice, until it ran out.  The valve is not opening to fill the ice maker.  I think it's also because the voltage at the inlet valve is too low.

just because the light turns off doesnt mean the switch is good. if the switch is bad the ice auger wont rotate. you said it dispensed until it ran out of ice. can you hear the auger motor running when you try to get ice?

I have had some "crazy" voltage readings on those Watervalves concerning these refrigerators.  I am still not convinced that the valve is not opening. Just for fun and games or as a "scientific experiment" remove the 5/16 plastic tube from the watervalve and have someone push the waterdispenser with the door closed of course. Then see if water comes out of the valve.  If it does not try the following: disconnect the grey tube, that is going up to your waterfilter, from your houseplumbing. Then disconnect the grey tube on the watervalve that is coming from the waterfilter. Then hook up your houseplumbing directly to the watervalve and push the waterdispenser. if you then get water that means that you have a bad filterhead, clogged waterfilter or iced up waterfilter. then hook up the 5/16 tubing that goes to your dispenser again and see if you then get water through the door. if you don't then the waterline is either frozen in the door or the reservoir has a restriction.

I think I have a bad filter head.  I have good water pressure from my plumbing, but nothing comes out pass the filter.  The water filter is new.  I don't see any electrical connection to the filter head, so I'm guessing the mechanical valve for the filter changing is stuck closed.

if you followed my instructions and got water to the door once the filterhead was "out of the loop" then the filterhead is what you need.
