Sure, set it at the mid-point, the fridge will then run, advance the wheel until it clicks, the fridge will stop running and go into defrost (we hope)

ok tenent found little wheel in one of the holes that looked like it fit a screwdriver, turned it till it clicked, and nothing happened. He also noted that little wheel looked damaged which makes me wonder if this happened to previous tenants and they "fixed" it themselves. (In addition to damaging alot of other stuff before I could get them evicted).

I told him to leave the thing running and let me know if anything sounds different this evening. Tomorrow I will go take the back off and look inside to see how much is frozen and where. Any other suggestions?

maybe he didn't wait long enough for it to come "on", before advancing the timer?

If the defrost bi-metal, (also called defrost t-stat or defrost terminator), is bad it won't defrost even when you advance the defrost timer manually.  If the refrig starts running in about 21 to 30 minutes after being turned manually into defrost the defrost timer is most likely ok.

I see alot of defrost  terminators bad in these refrigerators for some reason.

The defrost terminator will be found clipped to the evaporator tubing, (behind back panel in freezer compartment), it is about the size of a quarter around and about 1/2" to 3/4" thick with two wires coming out of it.

Once you get all the ice melted take a look at the defrost terminator, if the cap looks bulged out then it is bad.  The seal breaks open and moisture gets inside and when it freezes the cap pops out then it won't work anymore.
